The reason why there is no more sturdy deadline is simple. Senate Republicans do not have 51 votes to accept the legislation.
What they do have is a lot of chaos and fighting. There are factions that fight for the medicaid cuts, cuts and Rand Paul, who refuses to vote for every bill that increases the debt ceiling.
The situation is a legislative disaster. Even if the Senate Republicans could find a consensus that yielded 51 votes, they should pass on something that could come through the house, and that is a completely different problem.

Trump’s bill has an approval rating of 29%. The legislation is not popular. Why should Democrats vote for millions of people to lose their health care and millions more to lose their food aid?
Democrats should not, but the insistence of Trump to blame them, hides the fact that he and his party are not interested in building two -part legislation.
The bill is in trouble, which is why the Senate Republicans try to ram the bill.
