Whenever politicians in Washington tell you that a new 250-page, bipartisan immigration bill isn’t an amnesty, it probably is an amnesty. And yes, the DIGNIDAD Act of 2025 is amnesty.
Like Hollywood executives no longer able to tell original stories, the Washington establishment is trying to reboot a failed franchise — Comprehensive Immigration Reform (CIR) — that the public never embraced in the first place. DIGNIDAD is the legislative equivalent of “Howard the Duck II.”
Like all CIR proposals, DIGNIDAD ostensibly improves immigration enforcement policies in exchange for amnesty for millions of illegal immigrants. It would legalize aliens who came here illegally as children — and create a path to citizenship. Second, it would create an entirely new amnesty program for illegals who came here prior to Joe Biden’s open borders fiasco in 2021. Third, it would grant amnesty to a spouse or child of a U.S. citizen even if their visa was denied or a deportation order was received.

The 19 Republicans who co-sponsored the bill insist that their new “Dignity” amnesty would be temporary — apparently unaware that this would make the legislation worse. If ten million illegal immigrants are given a seven-year amnesty, in seven years the American people will be emotionally blackmailed into making the amnesty permanent.
In the meantime, the temporary amnesty will give the bill’s real authors — the U.S. Chamber of Commerce — what they want most: a huge population of cheap, legally vulnerable foreign workers to underpay and exploit.
DIGNIDAD’s combination of faux-libertarian lawlessness, elitist exploitation, and corporate welfare is what the Washington Establishment calls a “win-win.” The American people could use a more colorful term.
All the old arguments against CIR also apply to DIGNIDAD.
First, while the amnesty half of the bill is real, the enforcement half is fake. Establishment presidents of both parties have shown that they have no objection to ignoring immigration laws to facilitate illegal immigration. Trading false enforcement for real amnesty is not a compromise; it’s a scam.
Second, even if the new enforcement measures were implemented, they would be inadequate to the challenges we face. After all, they would hinder enforcement. For example, DIGNIDAD would prevent federal agencies from sharing information about red flag illegal immigrants who were ineligible for amnesty, effectively using federal resources to aid and abet federal criminals.
Finally, amnesty would only lead to more illegal immigration. It would send a message to the rest of the world that if you can get in, even if you break our laws, you can stay. That’s what happened after the infamous 1986 CIR deal. That’s what the Gang of Eight planned to do in 2013. And rest assured, it absolutely is the intentions of the corporate lobbyists who actually drafted this legislation.

The real problem with DIGNIDAD – and CIR in general – is that it is an elitist solution in search of a problem. The bill’s supporters—on Capitol Hill, K Street, and Wall Street—believe that the only problem with U.S. immigration law is that America has immigration law.
They look at the twenty million foreigners who are here illegally and assume that all is well us figure out how to stay. As if the fundamental problem of these twenty million people is their legal status. No. The problem is their presence. The problem is that they broke our laws by coming here and they continue to break them by staying.
We already have a simple solution for that problem, as President Donald Trump and border czar Tom Homan have demonstrated over the past fifteen months. Secure the border so that no new illegal immigrants enter the country, and send those already here home.
Illegal immigrants do not need a path to citizenship. They’ve already done that citizenship – in their own country.

The fact that this approach is difficult for corporate elites and the bipartisan politicians whose campaigns they finance is not the American people’s problem. Our problem is the twenty million foreigners the Washington establishment has invited into our country to suppress worker wages, drive up housing prices, and drain government budgets. Amnesty undermines the rule of law, social solidarity, and cultural assimilation, and treats working Americans as second-class citizens.
The lawless, globalist, elitist DIGNIDAD Act is everything Republicans in Congress were elected to stop.
