The Ministry of Finance announced on Monday that the Commissioner of Social Security Frank Bisignano will also serve as CEO of the Internal Revenue Service (IRS).
According to the move, Treasury secretary Scott Bessent will remain in the role of acting IRS Commissioner, while Bisignano will report him directly to him from the newly established CEO rol.
As the IRS CEO, Bisignano will manage the organization and be responsible for all daily activities at the IRS. He will continue to serve as the Social Security Commissioner in the midst of the shakeup.
“Frank is a businessman with an exceptional track record of stimulating growth and efficiency in the private and now public sector,” Bessent said in a statement.
The Minister of Finance added that the IRS and Social Security Administration (SSA) are two of the most publicly oriented and broadly impactful federal agencies and have similar technological and customer service goals, making Bisignano a natural choice for the role.

“Under his leadership at the SSA, he has already made important and substantial progress, and we are delighted that he will bring this expertise to the IRS while we focus our focus on collections, privacy and customer service to deliver better results for hard -working Americans,” Bessent added.
Bisignano was confirmed as SSA commissioner on a party line 53-47 mood in May, and his newly created role at the IRS requires no confirmation from the Senate. His term of office at the SSA runs until January 2031.

During its time at the SSA, the agency has expanded its customer service offer and made the online customer service portal accessible 24/7 online. SSA has also focused on improved planning and telephone services.
Bisignano noticed in a letter of August to Senator Elizabeth Warren, D-Mass., Who improved waiting times on the National 800-Call line of the Agency from 27.6 minutes to 20 minutes from 5 October 2024 to 7 May 2025. It then continued to 10.4 minutes from 8 minutes from 25 May and to 4.6 minutes in 21-25, according to his letter.

Waiting times for SSA field offices varied between 28.3 and 30.9 minutes in the tax year 2024, but improved to 20.9 minutes from April to June, Bisignano wrote. He also noted that the backlog of initial handicap claims was reduced by approximately 26% compared to the all times of 1,269,713 in June 2024.
Before he came to the Trump administration, Bisignano served as CEO and chairman of Fiserv, a company for financial services and payment technology.

Earlier in his career he was the co-chief operating officer of JPMorgan Chase and was the CEO of the MortGage Banking Unit.
