Signing one big great account law in the law during a Ceremony of the White House on the day of Independence can fall as the characteristic legislative performance of President Donald Trump’s second term – and not just for the obvious reasons.
Yes, the bill contains many facilities that consider conservatives as beautiful. It requires welfare benefits from illegal immigrants, implement reasonable work requirements for valid adults without children, phases many “Green New Deal” subsidies and prevents a huge tax increase of $ 4 trillion that is planned on 1 January.
But some conservatives have criticized the legislation because it is great. Why, do they ask, should an invoice exceed more than 800 pages?

It is a reasonable question. But if they think that larger accounts are usually not better, they may be happy to learn that the “large, beautiful bill” will reduce the pressure for large, must-pass “bills in the future.

It does this by permanently locking the most tax code.
It may seem like common sense that the tax changes of the congress must apply in all future years, not just a few years. But that is not how things have been working in Washington for a long time.
Since the nineties, both parties in the congress have piled up more and more tax provisions with expiration dates. Most such provisions are then continued for an indefinite period of time with periodic ‘tax extensions’.
The ‘large, beautiful bill’, more than anything else, was about a huge confluence of $ 9 trillion of expiration tax provisions ($ 4 trillion in expiration tax on the net). The legislators resigned and brought a solution for a tax code that has long needed this. The biggest resolution of the tax code included making tax cuts permanent in 2017.

Americans no longer have a huge and eternal potential tax increase that pop up above their heads. Congress has rejected higher tax rates across the board, the halving of the tax credit for children and the standard deduction, extensions of the alternative minimum tax and death tax and the declaration of punitive tax treatment for investments in business equipment and machines, among other things.
The “Big, Beautiful Bill” also took huge steps in the direction of solving the “Green New Scam” of the trillion dollar. There, however, the congress decided to terminate many of the subsidies.
The “Big, Beautiful Bill” is not perfect in sustainability. A handful of new tax provisions would expire after 2028 or 2029, and some green energy subsidies were given for a few years to break down instead of being finished easily. But the bill brought a solution for 90% of the unsolved parts of the tax legislation, so future legislators are confronted with a much cleaner slate.
The typical practice of the congress to make tax cuts and subsidies temporarily minimizes the appearance of shortages according to the score of the government predictors, even when there is every reason to believe that the congress will continue to expand “temporary” changes for an indefinite period.
And in the world of budgetary politics, the appearance is more important than reality.

If government predictors suggest that the shortages of a bill are small or that the deficits reduce, it can provide coverage to legislators who support it, even if the estimates of the government have little influence on reality. Favorable government scores also streamline the budget coordination process for considerable tax and expenditure accounts.
Temporary policy was the key for earlier legislators to unlock good budget scores.
It does not matter that exaggerated dependence on temporary policy is disturbing and economically harmful to everyone except the DC lobbyists who thrive when tax policy and government programs are in the dark.
Rowning eternal extensions of temporary policy are as the signing of a lease to pay a month to month rent and to celebrate all the money that you save every month by not paying for a lease.
This Shell game has long masked the difficult tax position of America.
And now some will criticize the congress for adding the shortage with the permanent tax extensions of the “large, beautiful account”.
But although the bill will not solve the federal too high expenses that drives the shortages of America, it includes around $ 1.2 trillion in cuts and it will stop $ 500 billion more in green tax credits.

By rejecting the temptation of temporary policy extensions, the bill will help to bring future shortages that were already revealing, but that were hidden in sight from the naive budget reviews of the Congressional Budget Office.
