Israeli officials have dismissed the latest report from an organization that claimed there was famine in parts of Gaza earlier this year. They said the new document is biased and its conclusions were “predetermined.”
The Integrated Food Security Phase Classification (IPC), a United Nations-backed organization, previously claimed that famine relief was being met in Gaza Governorate in August, but now says some 1.6 million Gazans face “high levels of acute food insecurity.”
IDF Major General Ghassan Alian, of the Coordinator of Government Activities in the Territories (COGAT), which deals with Gaza, called what he said “biased claims” by the IPC, which he said “ignore the quantities of food that came in during the ceasefire, indicating that the report’s conclusions were predetermined.”

A statement from COGAT noted: “It is important to recall that this is not the first time that IPC reports on the Gaza Strip have been published with extreme predictions and warnings that do not materialize in practice. Time and time again, IPC assessments have proven to be incorrect and disconnected from the data on the ground, and contradict verified facts, including aid volumes, food availability and market trends. The international community must act responsibly, avoid falling for false narratives and distorted information and refrain from legitimizing a biased and unprofessional approach.”
In its latest report, the IPC’s Famine Review Committee addressed the changing circumstances, explaining that “following the publication of the [last] The FRC report noted a partial easing of the blockade and an increase in the availability of food and other essential supplies. Following the IPC’s latest report, Adesnik said the IPC is still “dodging the question of proving they were right” about previous famine declarations.

In assessing the lack of mortality data indicative of famine, Adesnik said one of the IPC’s current arguments is that “data largely captures trauma-related deaths and overlooks a significant portion of non-traumatic deaths.” Calling this “a big step,” he explained: “They’re basically saying that the Gaza Ministry of Health, with all its efforts to track down every name of anyone who died during the war, has somehow missed all the people who didn’t die from bullets, shrapnel or falling buildings – that there are just all these people who would have died from hunger, disease and other things.”
He said IPC figures show the highest number of deaths from malnutrition per month is 27, with all malnutrition deaths peaking at 186. “Hundreds of people dying from malnutrition is still a terrible, terrible thing,” Adesnik said. “But we asked a question: Is this famine? And that doesn’t come close to the threshold for determining famine.”
