The phrase, Congress controls the purse strings, means exactly what you think it does.
The president cannot write and issue checks to the country, or to anyone else, without the approval of Congress.
Trump said during his insane White House address:
Next spring is expected to be the biggest tax refund season of all time, because of the rates and the just-passed big, beautiful bill. I am also proud to announce tonight that more than 1,450,000 are thinking about these 1 million. 450,000 service members will receive a special Warrior Dividend before Christmas.
So, warrior dividend. In honor of our nation’s founding in 1776, we’re sending every soldier $1,776. Think about that, and the checks are already underway. Nobody. I understood that until about 30 minutes ago we were making a lot more money than anyone thought because of the rates. And the bill helped us further.
Trump suggested the money came from tariffs, but that wasn’t true. Trump may think the money will come from tariffs, but Congress never authorized additional payments to members of the military, so the money certainly didn’t come from tariffs.
The money actually came from funding Congress had already appropriated for the troops.
Trump’s Warrior Dividend was a scam to pick the troops’ pockets and then give them their own money.
