After a tragedy such as the flash flow in the center of Texas that has now killed hundreds of people, there are always questions about what happened, what could have been done differently and whether such a tragic event could be prevented in the future.
Every president who visits the site where such a loss of life has taken place must be prepared for such questions. They are not unusual or out of line.
