U.S. Social Security Commissioner Frank Bisignano joins ‘Mornings with Maria’ to outline how the Trump administration’s tax agenda can deliver record refunds, expand benefits for seniors and improve government services.
The first CEO of the Internal Revenue Service is reinforcing the Trump administration’s signals that Americans could see the “largest tax refund ever” in the new year.
“We should expect exactly what the president said, as always happens,” Frank Bisignano — who is also a commissioner at the Social Security Administration — said Tuesday on “Mornings with Maria.”
“And the Treasury Secretary’s great leadership has positioned us to deliver results for America in a whole host of ways.”

Bisignano confirmed that large tax refunds are expected in 2026, following President Donald Trump’s year-end speech last week, in which he predicted “the biggest tax refund season of all time” next spring and said many families could save between $11,000 and $20,000 a year.

“You’re going to be looking at probably 94% — plus middle-class Americans getting a boost, bringing your tax rates down and getting the benefit in the future,” the IRS CEO said.
“You will see that all of our Social Security recipients will receive benefits of up to $6,000 [Trump] committed to ensuring that Social Security benefits are not taxed,” he continued. “They will be the largest refunds we have ever seen, and it is all thanks to the leadership of the President and the Secretary of the Treasury under ‘One.’ [Big] Beautiful Bill,’ which is second to none.”
Bisignano also noted that the new “Trump accounts” – a sweeping savings initiative for children – will start accepting contributions starting July 4, 2026.

“It’s one of the most amazing tax jobs ever done. And if you think about it, $1,000 today at age 60 will be worth $500,000,” Bisignano said.

“We’re going to see the biggest refund cycle ever in the history of America, and people are going to get huge refund checks,” Hassett said in an interview on “Varney & Co.” last Thursday. “We expect that part of it alone will be worth a few thousand dollars in reimbursement,” Hassett added. “The numbers are striking.”
“There will be substantial refunds to working American households in the first quarter,” Bessent told Maria Bartiromo last week. “We’re going to see very substantial amounts of $100 to $150 billion in refunds going straight into America’s pockets in the first quarter.”
