Regarding Gaza’s status, Hemmer said Rafah was clearly decimated by the IDF. The Southern Gazan city is where Israel believes that Hamas had his head office and where the terror group held hostages who were taken almost two years ago on October 7, 2023.
The Israeli Prime Minister Benjamin Netanyahu seems to consider a complete occupation of Gaza. If Israel does this step, this would be a complete reversal of his policy dating from 2005 when it pulled out of the enclave. The lovers of hostages have opposed the plan for fear that those who would still be kept in captivity would be kept in even more danger.

Hemmer’s visit comes when the organization is confronted with international conviction and a call from the Human Rights Council (UNHRC) of the United Nations for her ‘immediate dismantling’.
“Palestinians pay the ultimate prize of the legal, political and moral failure of the international community,” read a UNHRC statement, which quotes the opinions of different UN experts. Such an expert who is mentioned in the statement is special rapporteur Francesca Albanese, who has been repeatedly convicted by several governments, including the US, the UK and France, for making anti -Semitic statements.
Albanians and the other experts also say that GHF ‘is a completely disturbing example of how humanitarian aid can be exploited for secret military and geopolitical agendas in serious violation of international law’.

UN experts also claimed that Israeli armed forces and foreign military contractors without distinction inflamed on Palestinians who seek help at GHF locations. However, GHF has consistently denied the use of violence against citizens at its locations. GHF says it has been spread over “106 million meals efficiently and directly” since May, while it drives back on criticism and claims that his sites are dangerous. The organization insists that the goal is to feed Palestinians in need while circumventing Hamas, the terror group that arranges the enclave torn by war.

The UN recently released its monthly infographic on UN2720 Mechanism for Gaza. In June 2025 the UN reported that from the 1,090 auxiliary cars, only 47 came to an ‘intended civil destination in Gaza’. In the meantime, the other 1,043 trucks were reportedly intercepted “either peacefully by hungry people or powerful by armed actors” in Gaza.
