Critics closed the United Nations for rewarding a controversial anti-Israeli investigation committee with four new functions worth a maximum of three-quarters of a million dollars, even while the world organ is undergoing a serious cash crisis.
On June 4, the Independent International Commission of Enquiry On The Palestinian territory, including East Jerusalem (COI), led by the South African Navi Pillay, on four new vacancies for senior level positions in Geneva. These include two P-2-level associated interpreters, a human rights officer at a higher level of P-3 level and a still senior human rights officer at P-4 level.

These salaries do not include other UN employee benefits at senior level, including dependent costs, housing surcharges or relocation costs.
Bayefsky asked why the “belt-tighing exercise of the UN … applies to all kinds of urgent matters, but releases the Coi, which at the same time went on a spending spree.”

Pillay and the Coi have previously come under fire for anti-Israel sentiment. In January 2022, 42 Republicans and Democrats in the congress signed an open letter in which the US was called upon to defend the COI. The representatives expressed their concern that “Chairman Navi Pillay served as a UN Commissioner for Human Rights from 2008 to 2014, repeatedly and wrongly accused of Israel of committing war crimes.” They stated that, while she convicted Israel, Pillay “reportedly said nothing at all about gross human rights violations in dozens of other countries that, unlike Israel, received the worst,” not free “rating of the respected Freedom House.”
In October 2023, a representative of the American mission to the UN in Geneva said before the third committee of the UN that the US “remains deeply concerned about the scope and nature of the open investigation committee founded in May 2021.

For the question of whether the council needs more staff or funds to fulfill its current workload, SIM said “UN Member States are currently going on with consultation on this issue.”
In a press conference on 1 July, UN Under-Secretary-General for Policy Guy Ryder updated reporters at the Secretary General of the UN António Guterres’ cost-saving UN80 initiative.
Ryder said that the UN acknowledges “that we have a difficult task to undo the bushes of decisions and resolutions and mechanisms that we have introduced to implement them, and we wonder if we can make significant improvement.”
Ryder also admitted that “when a similar assessment was carried out 20 years ago, it ran in the sand fairly quickly. It did not deliver the results that were hoped at that time. We look at that experience of 20 years ago, and we hope we can avoid some of the pitfalls.”
Bayefsky, however, said: “For decades, the UN has been involved in the cost -saving measures, while their actual expenses are balloon,” she said, and noted that the US was “always satisfied by moving around the loungers on the Titanic.”

“Contrary to what is often thought, it is not required by the US-un-Gastheer Agreement to enable international travelers in the US to desire the flames of anti-Semitism and to lower our fundamental values and the Constitution from the center of New York City,” Bayefsky said. “We need a new boat, no new sun loungers.”
A budget proposal from the Trump administration that was leaked in April announced the intention to eliminate all expenditure for the UN and international organizations.
