In June the vulnerability of our food supply was exposed when foreign subjects, including a member of the Chinese Communist Party, were charged with smuggling a harmful fungus to the United States. Experts describe it as a potential agroterrorism weapon and responsible for billions in annual losses around the world.
According to the US Department of Justice, the two foreign nationals were planning to use a laboratory of the University of Michigan to promote their schedule in which the biological pathogen is involved that causes crop disease and is harmful to human health. This is just an example of how our worldwide competitors have played the long game – infiltrating American research institutions, take control of American agricultural land, launch cyber attacks on agribusiness, stealing our biotechnology and flooding our markets with cheap imports.

Today, July 8, 2025, the US Department of Agriculture (USDA), in addition to the US Department of Defense, the US Department of Justice and the US Department of the Interior Security, has taken a historical step to tackle these priorities frontally with the release of the National Farm Security Action action plan.
This action plan moves USDA to collaborate with governors, state laws, cabinet institutions, congress and the National Security Council to fully integrate agriculture into the national planning of America.

The action items in the plan confront foreign threats by drawing up transparency in the foreign ownership of agricultural land, while the fines are increased to the maximum compensation according to the law and to block further purchases by concern.
It improves enforcement against fraud in federal nutritional programs, which have been exploited by international criminal organizations to the likely tune of billions derived from the American needy to finance their illegal activities.

And it increases the protection for agricultural research and intellectual property – the innovation – engine of our nation – to guarantee complete coordination on America’s first agenda instead of the interests of malignant foreign opponents. USDA will no longer enter into funds with foreign opponents or not financed agreements.
This plan is about independence. A country whose agricultural land is controlled by our opponents cannot claim to be safe. And a country that makes it possible for its research, resources and resilience to be eroded by foreign influence chooses a path of vulnerability, strategic weakness and ultimately submissiveness.

That is why this plan improves research security by preventing cooperation with foreign opponents and ensures USDA resources, supplied by hard -working taxpayers, do not support foreign actors, but gives priority to American research, American technology and American innovation instead. The plan also encourages states to take legislative action that complements federal protection. It invites the congress to recognize agriculture just as important for our national defense as much as every bridge, base or boundary.
